504 Plans

What is Section 504?


Section 504 of the Rehabilitation Act of 1973 prohibits discrimination based upon a documented disability in programs or activities that receive federal financial assistance from the US Department of Education. It is a civil rights statute based on anti-discrimination and requires that the needs of students with disabilities be met as adequately as the needs of non-disabled students. It ensures that a qualified student, who’s diagnosed condition is having a substantial impact on a major life activity in school, has equal access to the learning environment. If a student qualifies for a 504 plan, the plan will indicate the necessary accommodations and/or modifications necessary for them to have an equal opportunity to access programs and activities so that they are not being discriminated against.



What individuals are on the Section 504 Committee?


  • The 504 Committee Chairperson (Paul Brosious, School Psychologist)

  • Other individuals with knowledge of the student and/or with knowledge of evaluation results or placement (accommodations, modifications) options. The student’s teacher(s) are typically invited along with the student’s school counselor and the building principal.  The student’s parent(s) are also invited to participate in 504 Committee meetings. 


What should you do if you feel that your child might qualify for and need a 504 plan?


It is recommended that you begin with a discussion with your child’s teacher(s) about what they are seeing and if your child’s diagnosis is having a substantial impact in school. You can contact your child’s school counselor or principal to request a meeting of the district’s 504 Committee. You can also contact the 504 Committee Chairperson directly.   



How is a student’s 504 plan managed?


When a student qualifies and is provided with a 504 plan, this plan is managed by their school counselor who is the 504 Case Manager for that student. The school counselor ensures that the student’s teachers are aware of and are providing the accommodations and/or modifications that are mandated by the 504 Plan. 



How often is a student’s 504 plan reviewed?   


A student’s 504 plan is reviewed at least once a year but can be reviewed more frequently when necessary. Teachers, administrators, or parents can request a meeting to review a student’s plan by contacting the district’s 504 Chairperson.
